What Is the EU Packaging and Packaging Waste Regulation?
The PPWR is the EU's new packaging law. Its full name is Regulation (EU) 2025/40 on packaging and packaging waste. It replaces the old Packaging Directive and applies directly in every EU country — no national transposition needed.
The regulation entered into force on 11 February 2025 and has generally applied since 12 August 2026, with additional requirements phased in through 2040. It covers every company that places packaged goods on the EU market, including importers and online sellers based outside the EU. If your packaging does not comply, your goods can be refused at the EU border.
Recyclability grades A–E
All packaging gets a recyclability performance grade. From 2030, only grades A–C may be sold. From 2038, only A and B. Each unit must be at least 70% recyclable by 2030.
Recycled content targets
From 2030, plastic packaging must contain minimum recycled content: 30% for PET contact-sensitive packaging and single-use beverage bottles, 10% for other contact-sensitive plastics, and 35% for most other plastic packaging.
PFAS ban in food packaging
Since 12 August 2026, food-contact packaging with intentionally added PFAS above the applicable limits has been prohibited from being placed on the EU market. There is no grandfathering for non-compliant stock placed on the market after that date.
Packaging minimisation
Packaging must be as small and light as possible. For grouped, transport, and e-commerce packaging, the empty space ratio may not exceed 50% from 1 January 2030.
Labelling requirements
Harmonised labels on material composition for sorting apply from 12 August 2028. Digital tools such as QR codes will carry extra product and reuse information.
Reuse and EPR
Reusable packaging targets apply to sectors like transport packaging and beverages from 2030. Extended producer responsibility (EPR) registration and reporting continue in each EU country.
PPWR Deadlines: Key Dates From 2025 to 2040
The PPWR rolls out in phases. These are the dates that matter most for your compliance plan.
Regulation (EU) 2025/40 entered into force.
The PPWR began applying. Core requirements are now live. Applicable packaging types need a declaration of conformity supported by technical documentation. PFAS limits apply to food-contact packaging, and packaging minimisation duties are in force.
Harmonised labelling rules apply. Packaging must carry labels on material composition to help consumers sort waste.
Recyclability grades become binding: only grades A–C may be placed on the market. Minimum recycled content targets for plastic packaging apply. The 50% empty space cap applies to grouped, transport, and e-commerce packaging. Reuse targets begin.
Packaging must be recycled "at scale" in practice — collected, sorted, and recycled through real EU infrastructure.
Only recyclability grades A and B remain allowed (2038). Higher recycled content targets apply, up to 65% for many plastic packaging types (2040).

PPWR Consultants With Experience in Your Industry
PPWR risk looks different in every sector. That is why we match you with consultants who have done this work in your industry — not generalists learning on your budget.
FMCG & CPG
Large SKU counts, fast launch cycles, and multi-market labelling. Our FMCG packaging consultants prioritise your portfolio so the highest-volume packaging is compliant first.
Food & beverage
The hardest PPWR corner: PFAS limits on food-contact packaging from 2026, contact-sensitive recycled content rules, and beverage bottle targets. Consultants with food packaging backgrounds handle it daily.
Pharmaceuticals & medical
Pharma packaging has specific PPWR exemptions for immediate packaging of medicines — but secondary and transport packaging still must comply. Experts who know both PPWR and GMP keep you safe on both sides.
Chemicals & industrial
Hazardous goods packaging, industrial drums, and transport packaging face minimisation, reuse, and recyclability duties. Consultants from the chemical sector map PPWR against ADR and CLP constraints.
Home care & personal care
High plastic shares and contact-sensitive formats mean recycled content and design-for-recycling pressure. Sector-experienced consultants find compliant materials that still perform on shelf.
E-commerce & retail
The 50% empty space cap, right-sizing, and import responsibility for marketplace sellers. Consultants who know e-commerce logistics make compliance part of your cost savings.

PPWR Compliance: Frequently Asked Questions
What is the PPWR?
The PPWR is the EU Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40. It sets rules for all packaging placed on the EU market: recyclability, recycled content, labelling, minimisation, reuse, and restricted substances such as PFAS. It entered into force on 11 February 2025 and has generally applied since 12 August 2026.
Which PPWR requirements apply now?
The PPWR has generally applied since 12 August 2026. Core duties are now live, including applicable conformity, technical documentation, substance, and packaging minimisation requirements. More duties follow: harmonised labelling from August 2028, recyclability grades and recycled content from January 2030, and stricter rules through 2038 and 2040.
Does the PPWR apply to companies outside the EU?
Yes. The PPWR applies to all packaging placed on the EU market, no matter where your company is based. Importers and exporters selling packaged goods into the EU must comply, or goods can be stopped at the border.
What does a PPWR consultant do?
A PPWR consultant reviews your packaging portfolio, runs a gap analysis against the regulation, and builds your compliance plan. Typical work includes recyclability assessments, design for recycling, recycled content sourcing, declarations of conformity, labelling reviews, EPR registration, and supplier coordination.
Why does industry experience matter for PPWR compliance?
Each industry faces different PPWR risks. Food and beverage companies must handle the PFAS ban and contact-sensitive recycled content rules. Pharma has specific exemptions. Chemical companies deal with hazardous goods packaging. A consultant who knows your industry finds the right path faster and avoids costly mistakes.
How much does PPWR consulting cost?
Cost depends on your packaging portfolio size and the scope of work. A gap analysis is the most common starting point. Tell us about your products and we will match you with a consultant and a clear quote. The first matching call is free.
